2NT bidder passes or rebids suit at 3 level.
	3 level bid is invitational
	Cue bid indicates values for 3NT, stopper in opponents suit and interest in unbid majors
	3NT indicates stopper and no major interest

Direct bid at 3 level: Fast path
	Direct bid in a suit is a transfer bid
	Bid can be weak or strong.  If weak, bidder will pass partners acceptance
	If transfer is into opponents suit, bidder has values for 3NT, does not have stopper and has interest 		in unbid majors
	Direct bid of 3NT is strong but no stopper.
